I'm recalling this from memory, but I think this most of the current stuff was put in as limits after the Cuban revolution, as that is where most US sugar came from. Basically currently we pay twice the world market price or higher, and the program benefits a small number of remaining sugar producers/importers, and two largest are two Cuban exiles in Miami. They're brothers with separate companies, and one donates massive amounts of money to Republicans and the other to Democrats so that was they basically have all bases covered. And, of course, since the 80's the HFC business has taken up any slack in sweeteners so they don't want any return to large amounts of sugar.
I read this
New Yorker article on the whole thing about five years ago, and as their articles are very long and in depth this is just kind of a summary, but the whole thing didn't leave a sweet taste in my mouth. What these two filthy ex-Batista mafiosos were getting away with was a total racket.
But otherwise I hate to inform everyone here that there is no "free market" and even before the Cuban Revolution sugar policy has been controlled by statute in some form since the late 1700's, so don't give me any of this conservatard "Founding Fathers" bullshit.
